I'm guessing, and this is just a wild guess, that it's from Slughorn's party. She looks like she's got on a little more makeup than usual, and I think her shoulders are bare, so she might be in a formal.

I think Grace is right, the makeup and nicely done hair and lack of Hogwarts robes makes me think it's one of Slughorn's shindigs. Though I too am very angry about the blond hair, not to mention how it gets more tamed and soft and wavy, basically hair that every girl would kill for, rather than the big frizzball it's supposed to be! 😡
